About Office of The Municipal Manager
The Office of the Municipal Manager is responsible for directing a variety of administrative processes that allow Thaba Chweu to operate efficiently and effectively. This office implements and oversees policies crafted by Municipal council. In executing this function, the office of the Chief Operation Officer (COO) and Head of Departments play a critical role in ensuring that the service delivery is attained.
The City Manager is appointed by the Council in terms of Section 82 of the Municipal Structures Act 32 of 2000, and is both the Accounting Officer and Administrative Head of the municipality. The administrative structure of the Municipality is headed by the Municipal Manager, Ms Sphiwe Matsi, who took up the position in 30 January 2020.
She has been acting in the position since July 2018. Her appointment is historic in that she’s the first female to be appointed as the Head of Administration since the transition to democracy. Before acting in the position, Ms. Matsi worked as the Director of Community Services since April 2015.
The referred senior official grew up from the hills of Mashishing well known with a tranquil character. She is also referred to as focused, firm, visionary and result oriented; qualities that are essential towards turning TCLM around.
